Interim Budget 2024: New Policy Initiatives to Attract International Students to India |



NEW DELHI: The Indian government has initiated several measures and reforms to implement the National Education Policy (NEP) 2020. In continuation of these efforts, further assistance is expected in the forthcoming budget 2024.
To encourage learner-centric education, the National Credit Framework (NCrF), National Higher Education Qualification Framework, Academic Bank of Credit (ABC), and multiple entry/exit schemes have been introduced. Currently, over 1600 universities and colleges, along with more than 2.75 crore students, have enrolled on the ABC platform. Going ahead, there will be a requirement for the dissemination of information, providing support to educational institutions, and enhancing the functionalities of the portals.
As a part of initiatives towards internationalisation of Indian higher education, the University Grants Commission (UGC) has issued guidelines to set-up of campuses of foreign universities in India. Also, several Indian HEIs are setting up campuses abroad. For example, IIT Madras campus has become operational in Zanzibar- Tanzania and IIT Delhi is setting up a campus in Abu Dhabi. These HEIs may require budgetary support.
To include Indian Knowledge System (IKS) into curriculum, there is a need for development/ upgradation of curricula, training/orientation of faculty and for empanelment of artists and artisans–in–residence in HEIs. ‘Study in India’ program would require international campaigns to attract students to India. It would also require establishing degree equivalence and setting up facilitation centres in HEIs.
Here are some initiatives aimed at attracting more international students to India to enhance the global appeal and competitiveness of Indian universities and institutions:
Increased Funding for Research and Development
Allocating more funds for research and development can help Indian universities engage in cutting-edge research, attracting international students and faculty members. Collaboration on research projects with global institutions can foster international partnerships, enhancing the reputation and visibility of Indian universities.
Scholarships and Grants for International Students
Introducing or expanding scholarship programs for international students can make Indian higher education more attractive.
Financial support for foreign students can encourage diversity on campuses and promote a globalised learning environment.
Infrastructure Development and Technology Upgradation
Investments in modern infrastructure, advanced laboratories, and state-of-the-art technology can significantly improve the quality of education in India. Upgrading technology and facilities to international standards can enhance the appeal of Indian institutions for both domestic and international students.
Promotion of Online Education and Massive Open Online Courses (MOOCs)
Supporting the development of high-quality online courses and degree programs can facilitate access to education for students around the world. Encouraging collaborations with global platforms and universities for MOOCs can showcase the expertise of Indian faculty on an international stage.
Streamlined Visa Processes and Work Opportunities for International Graduates
Simplifying visa processes for international students can attract more talent to Indian universities. Offering work opportunities or post-graduation work permits for international graduates can encourage them to contribute their skills and knowledge to the Indian workforce, creating stronger global connections.
